A swf is like an interactive file, like it's animated if you do something. Say if you move the mouse over the door, the door "costume" changes. But if you move your mouse off the door, it switches back to the other costume.

It's pretty much the room design for the rooms that are in Club Penguin.

Well, yeah. Club Penguin uses them for the rooms, though.

"SWF is the flash movie files which are used to create Club Penguin. They require flash player to view and Club Penguin is made up of thousands of these.
Each room has its own SWF, the SWF for each room changes during a party."
